The draft plan provides a roadmap for the recovery of the Snake River Fall Chinook Salmon ESU, which is listed as threatened under the Endangered Species Act. The ESU includes all natural-origin fall-run Chinook salmon which spawn and rear in the mainstem Snake River below Hells Canyon Dam, as well as fall-run Chinook salmon from four artificial propagation programs. The recovery strategy defines goals and actions for the ESU aimed at establishing a self-sustaining, naturally-spawning population that is likely to persist in the long term.
